With a degree in Law and a Masters in Human Resources and Organisational Management from ESIC, Álvaro has solid experience in the legal and political fields. He has been a lawyer-counsellor at Bidón Abogados, as well as spokesman for the Ciudadanos group in Seville City Council (2019-2022) and advisor to the Ciudadanos group in the Provincial Council (2017-2019). She holds a Doctorate in Social and Legal Sciences from the Universidad Politécnica de Navarra, with a thesis entitled Conciliating Cities: a vision of urban planning from a gender perspective.
She is responsible for strategic planning at Bilbao Metropoli 30, an association she has been working with since 1992, whose mission is to reflect on the future of the Bilbao metropolitan area.
She has taught in the Specialisation Programme in Urban Strategic Thinking at the Ibero-American Centre for Urban Strategic Development (CIDEU) and in the Urban Management Course organised by the University of Deusto and the Monterrey Institute of Technology and Higher Education (Mexico).

Rodrigo Rodríguez

An architect with a degree from the Seville School of Architecture, he has developed an extensive career in institutional and public management.
Since 2011 he has been a councillor and spokesman for the Cañada Rosal Town Council, leading key areas such as urban planning and works. In June 2015, he assumed the position of Deputy Mayor and since January 2016, he has held the position of Mayor President, standing out for his commitment and vision for the development of the municipality.
At the provincial level, between 2019 and 2023, he was Provincial Deputy in the Provincial Council of Seville, where he contributed to the promotion and strengthening of the municipalities of Seville through a management committed to the welfare and progress of the region.

With more than 30 years of management experience in the ICT sector, she was CIO of Barcelona City Council and General Manager of Public Sector and Healthcare at T-Systems.
She is President of the Business Council of the Barcelona Innova Foundation, a member of the General Council of MACBA, the Board of Trustees of EADA Business School and the Scientific Council of the Order of Architects, Planners, Landscape Architects and Conservators of Italy.
A speaker at global events and jury member for international urban innovation competitions, she was the first woman to be awarded the Honorary Prize of La Nit de les Telecomunicacions i la Informàtica de Catalunya.
Ana Beatriz Jordao

With a degree in Architecture from the University of Seville, with a specialisation in sustainable development, she has had a long career in the private sector as an urban architect.
In 2016 she started working for AECID as Head of the Multilateral Cooperation Sector and in 2017 she became Head of the Sustainable Cities Coordination Sector. Since 2022 she has been working for the UN in Spain as Programme Management Officer for UN-Habitat in Spain: Head of the UN-Habitat Office (United Nations Human Settlements Programme).
She has experience in infrastructure investment projects as well as projects with a broad approach to comprehensive neighbourhood improvement and urban resilience. Particular focus on knowledge management and capacity building.
Rafael Merinero

Professor of Political Sociology and Public Policy at Pablo de Olavide University
Doctorate with European mention from the University of Seville and Master in European Union from UNED. He is a lecturer in the Department of Sociology at the Pablo de Olavide University in Seville, where he teaches Political Sociology and Public Policy Analysis and Evaluation. He has carried out research at the Observatory of Sustainable Tourism of the Department of Political Economy of the University of Siena, at the Institute of Social Sciences of the University of Lisbon and at the Department of Architecture and Urban Studies of the Politecnico di Milano.
His research focuses on the analysis of governance systems in urban development and tourism policies.
Juana Leal

General Coordinator of European Funds and Urban Projection of Seville City Council
A professional with extensive experience in consultancy, training and the management of European funds. She holds a degree in Economics from the University of Seville (1990-1996) and currently works as the General Coordinator of European Funds and City Projection for Seville City Council. In this role, she focuses on the development and management of projects funded by the European Union, working to promote the strategic growth of the city.
Throughout her career, she has held several relevant positions. Since 2021, she has been an assessor for the International Baccalaureate Programme, where she oversees the internal assessment and the Business Management Monograph projects. She is also a partner and consultant at BOLEO GLOBAL S.L., where she manages European programmes and projects, fundraising and the design and implementation of proposals in areas such as R&D, culture, education and SMEs. As a consultant at the Escuela de Organización Industrial (2017-2023), she advised on marketing, communications and financial analysis as part of the Ministry of Industry’s Business Growth Programme.

Francisco Cuervas

CEO of GHENOVA Ingeniería SL, where he heads one of the most prestigious multidisciplinary engineering companies in the sector.
An industrial engineer with a degree in Mechanics from the Escuela Técnica Superior de Ingenieros Industriales de Sevilla, he has complemented his technical training with various senior management and strategic specialisation programmes. His advanced studies include the AD1 Senior Management Programme (1992), the ADEL Senior Management Programme for Leading Companies (2007) and the TDAD Digital Transformation Programme for Senior Management (2021), all at the San Telmo International Institute in Seville. He also holds a Diploma in Higher National Defence Studies from CESEDEN, having completed the XLVIII National Defence Course in 2023.

Juan Aguilera

Manager of Gaesco
xcellent civil engineer, town planner and real estate agent, with an extensive career in construction and town planning. He is currently the manager of GAESCO, from where he promotes key projects for the sector.
Throughout his career he has held senior positions in various organisations in the sector. He has been Secretary General of FADECO, Vice-President of the Spanish Association of Property Developers and Construction Companies (APCE), Vice-President of FADECO Developers and President of the GAESCO Forum. He has also directed the company Urbanismo Concertado, S.A. (URCONSA), which has been actively involved in the urbanisation of the Entrenúcleos area, one of the most important urban development projects in Seville.
In addition to his professional experience, he has taught urban planning and graduation projects at the Seville School of Architecture, sharing his knowledge and experience with new generations of professionals. He is the author of numerous specialist publications and has spoken at seminars and conferences in the construction sector, establishing himself as a leading figure in his field. His work has been recognised with the title of Andalusian Engineer of the Year, awarded by the Society of Civil Engineers.
Zacarías Zulategui

A professional with extensive experience in property development and a solid background in business management and law.
He currently holds the position of Director of Development in Andalusia for Grupo Insur, where he has worked for more than 15 years. Since 2009, he has been in charge of property development in Andalusia, reporting directly to the General Management. His work includes the identification and analysis of new business opportunities and the comprehensive management of real estate projects until their final delivery, leading a team of more than 25 professionals.
He holds a degree in Law from the University of Seville and a Master of Business Administration (MBA) from Esade, which he completed as part of an exchange programme at HEC Montréal, bringing an international and strategic perspective to his work in the property sector.
Sergio Arjona

Vice Minister for Sustainability and the Environment of the Government of Andalusia
Sergio Arjona Jiménez is the current Vice-Minister for Sustainability and the Environment in the Regional Government of Andalusia. With a degree in Civil Engineering from the University of Granada and a degree in Business Administration and Management from UNED, Arjona has had a solid career in engineering and public administration.
A career civil servant in the Civil Engineering Corps since 2011, his administrative experience has been varied, ranging from the position of Secretary General for Environment, Water and Climate Change (2021) to the Directorate General for Water Infrastructure (2019-2021). He has also worked in the public sector, as technical advisor for the Benínar Dam and as director of the Roads Department in Almería between 2015 and 2019.
In the private sector, his career has been completed with his participation in important construction and consulting companies, contributing his technical vision and experience in engineering projects.
